The Delhi Pollution Control Committee (DPCC), aligning with directives from the Commission for Air Quality Management (CAQM), has mandated the installation of low-cost air quality sensors at construction and demolition (C&D) sites. This directive is issued in continuation of the directions (Direction No. 85) under Section 12 of Commission for Air Quality Management in NCR and Adjoining Areas Act, 2O2L - Prevention and mitigation of Air Pollution from Construction & Demolition activities in the NCR, dated 02.12.2024. This regulation targets dust pollution, a significant contributor to poor air quality in the region. It is an integral part of broader dust mitigation efforts under the Graded Response Action Plan (GRAP).

Install a public LED board & CCTV showing real-time data.

DPCC mandates comprehensive dust mitigation strategies to combat air pollution from construction activities.
To reduce wind speed at the site boundary, preventing dust from becoming airborne and leaving the site. Must be of a height specified for the project (often 35-40 feet).
To be installed on scaffolding and round the site perimeter to contain fine dust particles generated during construction activities.
To suppress dust by increasing moisture content on roads, material piles, and excavation areas. Large sites (above 20,000 sq. m) are often mandated to use anti-smog guns.
To prevent loose materials (sand, cement, debris) from being blown away by wind or causing spillage.
To ensure that during transportation, materials and C&D waste do not spill onto roads or become a source of airborne dust.

Non-registration on the DPCC portal will prohibit project commencement. Violations of the mandate can trigger severe consequences, ensuring strict compliance across all eligible sites.
Formal notices issued to project proponents outlining specific breaches and demanding explanations for non-adherence.
Financial penalties levied to offset the environmental damage caused by non-compliance, as per established guidelines.
Temporary or permanent cessation of construction activities until full compliance is achieved, leading to significant project delays.
